i don’t know exactly till which time public transport runs to khaosan, surely something near midnight. if you cant’t get a bus so take a taxi (quite cheap, 200-400 bht).
i also will arrive in bkk 23/11 (from switzerland) and i surely will be drinking a beer at the overstay.
